The pattern: virtues get named, praised, and campaigned for precisely when the reality they name has broken down. A society talking constantly about integrity is telling you what it lacks.
The chapter is not attacking kindness or loyalty but reading them as symptoms. In a family genuinely in harmony, no one lectures about filial piety; in a state genuinely ordered, loyalty is unremarkable. The louder the moral vocabulary, the further the drift from the natural condition in which such things simply happen. It is the Tao Te Ching's sharpest piece of cultural criticism — a mirror for any age of moral branding — and it sets up chapter 19's remedy: less preaching of virtue, more return to the plainness that never needed the word.
